OK, I finally got my maps back to the on-board memory, and the Nuvi 1350 to recognize and use them. What I think solved the problem was to: uninstall, and then reinstall Garmin Express. This brought back the ability to change regions using Garmin Express. Then wipe my SD Card, and do a full install of maps, using the SD Card as the target.
